The 35-year-old former lock Williams was fired by French Top 14 champions Racing 92 while O'Connor was suspended.
O'Connor will start on the bench in a game where Toulon must beat Bordeaux to make sure of fourth place in the Top 14 and guarantee a home tie in the play-offs.
Toulon's Australian international Drew Mitchell, who will retire at the end of the season, will start Saturday's game on the wing.
