Menoncello, 23, was named player of the tournament in the 2024 Six Nations and has been in fine form since then.
He was again one of the standout players of this year’s tournament, scoring a try as Italy beat England for the first time in their history.
He had been expected to sign for Toulouse, although several other French teams were also after his signature.
He has put pen to paper on a contract until 2029 and will leave Benetton at the end of the season after six years with the Italian side.
He has played 39 times for Italy and is widely regarded as one of the best centres in the world.
For the Azzurri, he plays alongside another highly-regarded centre in Juan Ignacio Brex, who also plays in France for Toulon.
He will add to Toulouse’s impressive centre options that include French talent Kalvin Gourgues, 21, fellow international Pierre-Louis Barassi and Argentina midfielder Santiago Chocobares.
