Bunker blues: When consistency, not contact, is the issue

OPINION: The Lions beat the Sharks at Ellis Park on Saturday despite being reduced to 14 men twice, but the bigger talking point was once again the use of the bunker system.

In the 41st minute, a call of foul play by Francois Venter on a possible high tackle by Bronson Mills was referred to the TMO after what seemed like a clash of heads.

The centre spent 10 minutes in the bin.

The Lions also lost their replacement hooker, Franco Marais, after a yellow card in the 61st minute due to a high tackle.

In both yellow-card incidents, the decisions were sent upstairs for review. That inevitably raises the question: Who is making these bunker calls, and according to what consistent standard?

Similar incidents in other matches have resulted in nothing more than penalties, underlining the perception of inconsistency in how head contact and dangerous play are interpreted.

Rugby is a contact sport. Not every head clash or heavy collision should automatically be classified as foul play, regardless of how it may appear in slow motion or through multiple replay angles.

The bunker system was introduced to speed up the game while ensuring accurate and consistent decisions on high-impact foul play.

The process is straightforward: the on-field referee issues a yellow card and signals for a bunker review.

The Foul Play Review Officer then has up to eight minutes to analyse all available footage before deciding whether the sanction remains a yellow card or is upgraded to a red.

The final ruling is relayed back to the match officials. These reviews are handled by experienced referees, often TMOs or specialist review officers.

In theory, the system promotes clarity and consistency. In practice, however, concerns remain.

This has been a recurring issue for me over the past two seasons, and Saturday’s two Lions yellow cards brought it back into focus.

The Lions still won comfortably, but the debate isn’t about the result – it’s about interpretation.

A similar incident at Twickenham a fortnight ago saw England’s No.11 yellow-carded for a cynical offence, while comparable moments elsewhere have led to red cards. Even Nigel Owens weighed in on the broader discussion around consistency.

Under Law 9, the key guiding principles should be whether an act is reckless and dangerous. There must be a clear distinction between a genuine rugby collision and reckless, dangerous foul play.

In both Lions incidents, the ball carrier was driving forward and led with the head into contact, leaving the tackler caught in a split-second collision and effectively becoming what feels like a “guilty partner”.

That grey area – between rugby incident and foul play – remains at the heart of the debate.

On a separate note, referee Griffin Colby delivered an improved overall performance, and credit is due to the TMO for correctly identifying the Chris Smith obstruction.
