Newlands: The reasons behind 'early' voting

SPOTLIGHT: The unfamiliarity with the new player in the Newlands Stadium saga has raised many eyebrows, more so the circumspection of the owners of Any Side Investments.

Zane De Decker, who is also the Managing Director of Flyt Property Investments, has been the talk of the town this past week.

But only because his name appeared in a notice for a proposed Special General Council Meeting of the Western Province Rugby Football Union – scheduled for next Thursday, June 25.

However, there is another aspect of the proposed SGM that caused a stir – the ‘voting’ process in advance and during the meeting.

According to the notice, sent out this past Monday (June 15), WPRFU President Zelt Marais wants ‘voting’ on one of the proposals to take place via email before the meeting – by no later than 16.00 on Thursday, June 25.

This caused quite a stir, as many critics felt he wanted all his proposal approved before the meeting.

However, voting for the meeting is twofold.

The first part of voting – via email – is only to get permission for the meeting to proceed next Thursday (June 25).

This requires the waiving of a clause of a 15-day notice period – as stipulated in the WPRFU constitution.

It is on this point – and this point only – that constituents most vote via email by next Thursday afternoon.

Should the waiver not be granted, the SGM will only take place on June 30.

Once the meeting has been constitutionally arranged and started, only then will the members vote on the other proposals.

As @rugby365com reported earlier this week, this is when it will be decided if the WPRFU will accept a ‘loan’ from Any Side Investments (Pty) Ltd.

The loan will be used to pay back previous advances by Remgro Sports Investment (with interest now nearly ZAR60-million) and Investec Properties (ZAR50-million).

Any Side Investments is fronted by Zane De Decker, Managing Director of Flyt Property Investments.

Any Side has been in the news in recent years for the stand-off with Bo-Kaap Civic and Ratepayers Association over a multistory development of the historic suburb of Cape Town.

De Decker’s company lost that battle, although a smaller development in the Bo-Kaap, by his company, could still go ahead.
