In the first round of voting France accumulated 18 votes, South Africa 13 and Ireland eight.
Because there was no clear majority, Ireland dropped out and in the second round of votes, France got 24 votes against the 15 of SA.
Here is how the first round of voting went:
Ireland (England – three; North America – two; Canada – one; United States – one; Oceania – one) = Eight
South Africa (Wales – three; New Zealand – three; Australia – three; Argentina – three; Oceania – one) = 13
France (Scotland – three; Italy – three; Japan – two; Asia – two; South America – two; Europe – two; Africa – two; Georgia – two; Romania – one) = 18
Here's how the second round of voting went:
South Africa (three; Wales – three; New Zealand – three; Australia – three; Argentina – three; Oceania – two; England – one) = 15
