ELVs head for schools
The new Experimental Law Variations (ELVs) will be implemented in schools rugby this year. Andre Watson and his helpers have sent out information about the laws, including the full text of the primary schools variations, incorporating the ELVs where applicable.
In the case of High Schools the ELVs will be used in their entirety. There is one other significant change:
Stopping the wheeling scrum will happen only after 90?, instead of 45? as in the past.

The changes for the Primary Schools are clearly set out. The following may be worth noting:
* All eight forwards take part in scrums and line-outs
* Only a backline player may be a receiver at a line-out.
* Penalty kicks at goal may be taken with place kicks.
* No points can be scored by a drop kick following a free kick.
* Kicking is allowed anywhere on the field. (The 2007 experiment is scrapped.)
* Pulling down a maul is not allowed.
* Truck and trailer is not allowed. It is illegal in primary schools.
* Free kicks will not be awarded when kick-offs are taken incorrectly.
